On July 7, 2007, Officer Ryan Hall was
assigned to check the area of South Main Street for a report of a
red Jeep whose operator was attempting to coax a young female inside
the vehicle. A check of the neighborhood at this time was negative.
On July 12, 2007,
Officer Hall was asked to take a report of suspicious activity. A
young juvenile female accompanied by her stepfather reported that on
July 10, while walking to the high school in the vicinity of Pond
Street, she observed a red sports car drive toward her with music
playing very loudly. The operator of the vehicle slowed down,
stared at her, and then continued on. The young female went on to
say that on the next day, July 11, while she was walking to the high
school, the operator repeated his actions, and again on her way
home.
Officer Hall then
made contact with the first reporting party, where he learned from a
very concerned father that he had received a call from his daughter
reporting that a black male in his late twenties approached her in a
red Jeep type vehicle while she was walking to the high school and
attempted to coax her inside for a ride. He went on to state that
on July 8 the same individual drove by her again but did not stop.
He reported that his daughter told him that other young girls
attending summer school at the high school have had similar
experiences in the area.
On July 13,
Officer Hall was on routine patrol monitoring traffic on Oakland
Street when he observed a red SUV drive past him with the music
playing loudly, being operated by a dark-skinned Hispanic male. He
immediately connected this vehicle as a possible match to the
partial plate he had obtained earlier in the investigation. Officer
Hall stopped the vehicle and requested the operator’s license and
registration. The operator was subsequently placed under arrest for
charges unrelated to the investigation.
The suspect was
then questioned about various encounters previously reported around
the high school and he denied any involvement. It was then
determined that the suspect was classified as a level III sex
offender. Officer Hall, working in concert with detectives, put
together a photo array to show the juvenile females, which resulted
in a positive identification.
Armed with this
information, Officer Hall, again working with detectives, was able
to determine that he was, in fact, living with his girlfriend for
approximately three or four months and that he had not registered as
a sex offender in Natick. The suspect was charged for failing to
register as a sex offender and a warrant issued for his arrest. The
suspect has since been arrested on the warrant.
As a result of Officer Hall’s determination,
thorough investigation, and his cooperation and coordination with
detectives, a potential sex offender recidivist was identified and
forewarned that he was a suspect in what may have been attempted
abductions. Officer Hall is hereby commended and named
employee of the month for July, 2007. |
